The Volunteer Management Competencies were developed by Anne B. Schink of the Maine Commission for Community Service and Larry Ullian of the Muskie School of Public Service as a means of assessing the overall professional development (novice to expert) of Managers of Volunteers. This project was funded by the Corporation for National and Community Service through a grant for Program Development Assistance and Training (PDAT).
