The Maine Commission for Community Service is seeking applications to fill the role of Volunteer Maine Development Associate. Although the position is advertised as a graduate assistantship, we welcome applications from qualified undergraduate students.

The chosen candidate will work with the Maine Volunteer Foundation to help establish a new program, the Maine Service Fellows, which will place volunteers in the underserved/rural areas of the state (high need/low organizational capacity areas). The responsibilities are in the areas of research, policy, program management, fundraising and outreach.

Position description

The primary focus of this position is to develop and administer statewide policies or programs, and to directly manage and oversee operating, support or administrative functions of the Maine Service Fellows (MSF) program with differing levels of scope, accountability, and complexity. The associate implements program policies and initiatives in support of the goals and objectives set by the Maine Volunteer Foundation (MVF) and the Maine Commission for Community Service (MCCS).

The scope of responsibility is defined by the annual work plan of the agency. The person has some latitude to change the program scope, policy or implementation, but must meet the objectives as defined. Work involves performing staff support activities in the areas of financial, human resource, legal, and technology; administering fiscal operations; and/or providing daily program administration. Work may require travel. Work is performed under administrative direction.

Representative tasks

  • Supports the MSF advisory task force by drafting, piloting, and implementing policies and procedures that result in host site applications from rural communities and applications from individuals interested in filling the positions.
  • Researches and develops grant proposals and contracts to support the MSF program.
  • Helps MVF identify and establish relationships with funders to support the MSF program throughout the life of the pilot period of five (5) years.
  • Establishes relationships with national foundations in order to expand community development efforts.
  • Composes and produces layout of reports or publications including formats, maps, graphs, charts, and other illustrative material in order to present information effectively.
  • Researches topics of interest to MVF in order to collect information relevant to policy and program development.
  • Drafts evaluation strategies in order to measure the adequacy of policies, procedures, and resources.
  • Promotes, advises, consults, and coordinates planning activities at the local and regional levels in order to provide assistance and direction to MCCS and MVF.
  • Supports communications efforts related to MVF and MSF, when necessary.

Knowledges, skills and abilities required

  • The following are required to successfully perform the work assigned:
  • Knowledge of practices and procedures used in collecting and organizing data and facts in order to support MVF's fundraising goals.
  • Knowledge of the principles, practices, strategies, and measurements for government planning and communications.
  • Knowledge of the structure and functions of government and the nonprofit sector.
  • Knowledge of research methods.
  • Knowledge of technical report writing.
  • Ability to evaluate research activity.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
  • Ability to create and present informative and educational materials.
  • Ability to establish and maintain effective working relationships.
  • Ability to organize, prioritize, and accomplish work that meets deadlines.
  • Ability to develop grant proposals and contracts.
  • Ability to evaluate proposed plans for encouraging public participation.

Minimum qualifications

(Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience). A Bachelor’s Degree in assigned area. Currently enrolled in an accredited Master’s Degree program in assigned area and/or previous work experience preferred. Equivalent related experience may be substituted for education on a year-for-year basis.
